Ceará: estado vai receber investimentos de R$ 73,2 bilhões por meio do Novo PAC
Um dos nove eixos do Novo Programa de Aceleração do Crescimento (PAC) é Educação, Ciência e Tecnologia. No estado do Ceará, até 2026, será o eixo que vai receber o maior volume de recursos: R$ 21 bilhões. Valor destinado à construção e à retomada de obras em creches, escolas, institutos e universidades.
Retomada de obras paradas é uma das prioridades dessa terceira fase do PAC e — só no Nordeste — representa 55% das construções previstas. A aprovação no Congresso Nacional do projeto de lei 4.172/2023 vai dar agilidade aos empreendimentos retomados, como explica o deputado federal Mauro Benevides Filho (PDT-CE).
“Por que essas coisas não andavam? Você está há 1, 2, 3 anos sem fazer, a segunda empresa que vai assumir não vai fazer pelo mesmo preço, como manda a Lei 8.666. Então, o Congresso autorizou que as obras pudessem ser retomadas atualizadas pelo IPCA — e isso é o que vai dar condição para que a empresa possa assumir e fazer as obras.”
Um levantamento do Tribunal de Contas da União (TCU) mostra que é a educação básica que lidera o ranking de obras paradas: 2.171 construções que não foram concluídas nas primeiras edições do PAC.

Transporte e saneamento
No Ceará, o investimento em rodovias, ferrovias, portos e aeroportos soma R$ 11,2 bilhões. A duplicação da BR-166 e os investimentos na Ferrovia Transnordestina estão entre as prioridades. Mas em termos financeiros, o setor de transporte e mobilidade concentra as obras mais caras na lista de atrasos do TCU (metade do orçamento total). As duas obras prioritárias fazem parte dessa lista.
Para o pesquisador Rafael Souza, da FGV CERI (Centro de Estudos em Regulação e Infraestrutura), o que a população quer dessa terceira edição do PAC são os resultados.
“O importante para a população é que esses investimentos em infraestrutura sejam transformados em serviços associados à infraestrutura para a população. Então, quando a gente fala, por exemplo, em saneamento, no final das contas as pessoas querem que o esgoto delas seja recolhido, tratado e disposto corretamente nos corpos hídricos.”
A exemplo do que citou o pesquisador Rafael Souza, no estado serão investidos R$ 12,9 bilhões no eixo Água para Todos. Setor que prevê água de qualidade e em quantidade adequada para a população. O Cinturão das Águas do Ceará (CAC) está entre as prioridades do eixo.
O empreendimento consiste em 145,3 km de caminhamento, compreendendo segmentos de canal a céu aberto, túneis e sifões, que deverão levar a água da barragem Jati, — no Eixo Norte do Projeto de Integração do Rio São Francisco (PISF) — até as nascentes do Rio Cariús, no município de Nova Olinda, na região do Alto Jaguaribe.
Minha Casa, Minha Vida
Na primeira fase do novo Minha Casa Minha Vida, o Ceará foi selecionado para receber recursos e construir 10.230 unidades — projetos em Maracanaú e Caucaia. Neste momento os selecionados estão incluídos na Faixa 1, que inclui famílias com renda de até dois salários mínimos.
Outras seleções estão previstas até 2026. No estado, os recursos previstos para o eixo Cidades Sustentáveis e Resilientes é de R$ 15,1 bilhões.
